Cross-Harbor Rail Freight Tunnel Surveying and Mapping

As lead surveyor, HAKS provided surveying and mapping services in support of the New York City Economic Development Corporation’s environmental impact statement (EIS) for a $5 billion freight tunnel under the Hudson River between New Jersey, Staten Island and Brooklyn. The objective of the project was to evaluate non-highway freight modes for the movement of goods in the region, and thereby reduce the heavy reliance on trucking over an aging and congested network. The Port Authority of New York & New Jersey has since taken the lead as project sponsor. 

Our services included topographic, utility and right-of-way mapping of more than 30 miles of railroad track on a tight schedule using a unique combination of state-of-the-art survey techniques (GPS, aerial photogrammetry, and hydrographic sounding) and conventional land surveying. Strict coordination of survey efforts between members of the HAKS team, railroad agencies, property owners, utility companies, and local governmental agencies resulted in a comprehensive, well-designed project base map that was an essential component of the project. 

Additional tasks included the detailed topographic survey of 61 bridges and the corresponding railroad property below (including trackwork), track and tunnel surveys within the 450-foot-long East New York Tunnel and hydrographic sounding of New York Harbor for the prospective underwater freight tunnel.

The project received the ACEC New York Diamond Award and National Honorable Mention.
