Newark Housing Authority Elderly Sites Physical Needs Assessment


HAKS performed a physical needs assessment for the Newark Housing Authority’s (NHA) Elderly Facilities, which includes 24 buildings with a total of 2,975 dwelling units. The project was designed to assist the NHA in fulfilling a federal mandate from the U.S. Department of Housing and Urban Development (HUD) that required all public housing authorities to develop property-based budgeting, accounting and management consistent with practices in private industry. It also provided NHA with the basis for a capital plan to maintain its building assets in a state of good repair. Surveys were undertaken for the site, buildings and facilities.

HAKS managed the condition survey and value assessment of a strategic sample (20%) of residential apartments plus common areas in the high-rise buildings. Site inspection included paved and unpaved surfaces, landscape, site drainage, lighting, playgrounds, and street furniture. Building and facility inspections included exterior and interior components such as facade, roof, stairs, structure, doors, windows, and finishes, as well as electrical and mechanical systems.

Each building structure was surveyed for the presence of asbestos-containing materials; lead-based paint; underground storage tanks; light ballasts containing PCBs; mercury-containing lights, switches, and controls; chemical storage containers; and waste storage areas. Each structure was inspected for mold, and radon gas readings were collected in the lower-level common areas.
