Barretto Point Site Remediation


 


HAKS, in joint venture, provided construction management services for a $10 million remediation project at Barretto Point near the New York City Department of Environmental Protection’s Water Pollution Control Plant in Hunts Point in the Bronx.

The 14-month project involved preparing for soil removal and handling and for environmental protection of areas adjacent to the work site. Preparations included erecting a large containment building with six air treatment and groundwater treatment systems. Sheet piling further delineated and contained the areas to be excavated. All excavation was conducted from inside the building. Six underground storage tanks, some with hazardous liquids, were discovered during the excavation and a revised removal plan with a new disposal facility were utilized to safely complete the task.

The ambient air in the building passed through air cleaners and negative air pressure prevented air from escaping to the outside. A community air monitoring program with an electronic remote alert system was implemented to test air quality up and down wind of the excavation. Groundwater encountered during the excavations was directed to the water treatment facility to remove pollutants before being discharged. Prior to leaving the site, loaded trucks were thoroughly washed in a specially constructed washing station where the used water was collected and directed to the treatment facility.
