First Precinct Police Station

HAKS is providing Construction Management services to the Nassau County Department of Public Works for the new, $10 million First Precinct Station Building in Baldwin, New York. The three-story, 25,000-square-foot brick-faced structure is being constructed directly behind the existing precinct located on Merrick Road in Baldwin. The existing communications antenna will remain. Once the new building is completed and occupied, the existing building will be demolished. The new facility will serve as a prototype for future Nassau County precinct projects.

HAKS is master planning the construction sequencing and scheduling; performing best practices constructability reviews and value engineering; employing a best value contracting strategy; providing phased demolition of selected structures; and providing site improvements and partial closure and demapping of Harrison Avenue. We are also employing BIM modeling. One of our priorities is to minimize disruptions to ongoing operations of the existing First Precinct.

In order for the project to move forward, two critical environmental issues had to be addressed: the removal of asbestos-containing materials (ACM) and the removal of underground storage tanks (USTs). The existing precinct building and the garage behind it as well as the building west of the existing precinct (884 Merrick Road) and the garage behind that building all contain ACM. Four USTs will be removed—a 4,000- and a 10,000-gallon gasoline tank and a 1,000- and 5,000-gallon fuel oil tank. The two garages and the building at 884 Merrick have been abated and demolished as part of Phase 1; the existing precinct will be abated and demolished in Phase 2. Three of the USTs have been removed as part of Phase 1. The 1,000-gallon fuel oil tank will be removed as part of Phase 2 work. The HAKS team oversaw the removal of the USTs and provided the tank closure reports.
