Con Edison Oily Wastewater Treatment Plant


HAKS performed a system description and assessment for the oily water discharge plant at the Con Edison Astoria facility in Queens, New York. The work required multiple meetings with the plant facility manager to discuss the history of plant construction, operations and maintenance and the point of collection condition for New York State Department of Environmental Conservation (NYSDEC) compliance. The site was under a Consent Order from NYSDEC to identify all point source discharges leaving the site, and this condition assessment was part of the overall work necessary for compliance.

HAKS reviewed all maintenance logs and obtained information from the maintenance vendor regarding regular maintenance and future capital project work. Some systems were tested and the condition of each system component was observed, including plumbing, electrical, tanks and alarm systems. Code compliance, safety and maintenance issues were identified.

The effort culminated in the preparation of a report and schematic maps that described function, identified system components, assessed conditions, made recommendations for improved maintenance and identified possible future capital work.
