Build it Back Program


 


Build it Back was created by the NYC Mayor’s Office of Housing Recovery Operations to assist New Yorkers in recovery from the damages of Superstorm Sandy and provide new resiliency for their homes against future extreme weather conditions. This represented the first time the city attempted (and accomplished) such a unique partnership among government, consultant and individual homeowner (over 20,000 homes were affected). HAKS is providing Disaster Recovery Monitoring and Special Inspections, as a major team member, to hard-hit neighborhoods such as Far Rockaway, Breezy Point, Coney Island, Mill Basin and Staten Island’s East Shore. The program is supported with federal funding.

Teams of inspectors and monitors are confirming compliance with plans and building codes to meet city and federal funding requirements and guidelines for approximately 5,000 homes. This effort includes more than 1,000 homes that require lifting to relieve damages and meet new flood plain map zoning regulations. HAKS witnesses boring tests and determines if the house raising conforms to New York City Department of Buildings’ regulations and contract specifications. We are also surveying properties to ensure that the final elevations are in compliance with the new regulations.

A special concrete design mix was used to achieve steady and proven strength of newly installed columns, footings, foundations, pile caps, staircases and even ramps meeting ADA requirements. The project met and exceeded ecological and environmental concerns, as well as all New York City Building Code technical requirements. Three different design mixes were utilized for the pile caps, columns, foundations and footings and more than 75,000 concrete test cylinders were employed.   Average test results were dispatched electronically to all stakeholders, with results reaching over 5,000 psi, fully compliant to contract specifications.
