Croton Falls and Croton Falls Diverting Dams


The Croton Reservoir System supplies water to New York City and provides flood control for communities in upstate New York. The dams and related structures, built almost 100 years ago, were rehabilitated to ensure the future reliability of water supply to New York City and to contain maintenance costs. 

HAKS, in joint venture, provided construction management services to the New York City Department of Environmental Protection (NYCDEP) for reconstruction of Croton Falls Dam, Croton Falls Diverting Dam and Cross River Dam in Putnam County, New York. The $80 million project involved project management, resident engineering inspection, project operations services, subcontracted expert services and supplemental services. 

At Croton Falls Dam, approximately 7,200 feet of post-tensioned anchors were installed, the downstream dam face was cleaned, and work was performed on the spillway channel and weir and on the bridge at the dam crest. At Croton Falls Diverting Dam, the intake tower and valve chamber were replaced and concrete repairs and rehabilitation performed. At Cross River Dam, work included resurfacing the downstream dam face with a reinforced concrete lining. Other major work included installation of erosion and sediment control devices around the reservoir, reconstruction and relocation of roads, construction of temporary access roads, rock excavation, reconstruction of dam spillways, construction of cofferdams, conduit relocations, subdrain installations and site drainage systems. 

Preconstruction planning identified issues critical to the construction, its local impact, timely completion and project cost. Resident engineering inspection services included supervision and inspection of work performed at the construction sites, preparation of field change orders, processing of contractor’s payments and other related services.

The project received the 2011 ACEC New York Gold Award.
