PATH Downtown Restoration


 


The Exchange Place Station and subway tunnels had deteriorated and PANYNJ developed plans to repair or replace numerous facility components. The events of September 11th, however, prompted the station’s complete closure, enabling the Authority to undertake a complete restoration. HAKS was a member of the Construction Management/Inspection team for the E, F, G, H, and L subway tunnels and the PATH Exchange Place Station. The tunnels were extended and the station lengthened. Bored tunneling was undertaken as was drilling and blasting. Tracks were removed and new sections installed. New signal, lighting, power and communication lines were installed. Work also extended to the nearby Journal Square and Pavonia Stations. HAKS also provided inspection services for the PATH Pavonia Elevator Project. Our activities included inspection of deep excavation and foundation, slurry wall construction and installation of two-story hydraulic lift elevator. 

HAKS’ responsibilities included pre-construction site investigation, preliminary estimate analysis, and review of contract drawings, specifications, scope, and summary milestone schedules. We developed control procedures and organized the project document control system and entered documents in order to process project delay claims, change orders, insurance and safety issues, contractor invoicing, etc. in a timely manner. We oversaw the removal and installation of new power and communication lines located in the tunnels within or adjacent to the station. Work was checked for compliance with project specifications and drawings and with OSHA safety regulations. Responsibilities also included change order verification. 

Environmental/Mechanical: Various structures, equipment, and systems in the station area are designed to protect and enhance the quality of the environment while securing public health and welfare. Duties in this area included analyzing sewage and collection water supply collection and distribution. The control of pollution and various pollution control devices were also evaluated. Procedures to mitigate combustion, emissions, photochemical smog, acid rain, etc., were planned and implemented. The most effective ways to control gas, particulate air pollutants, and those pollutants common in the New York City subway system were implemented. 

Fire Protection Engineering: Fire protection has always been a priority but recent developments further stressed its importance. Our Fire Protection Engineer’s duties at Exchange Place involved planning and ensuring contractor compliance with fire safety guidelines. We documented the proper installation of fire detection and communication systems, emergency evacuation plans, signaling, and occupant notification procedures. We supervised the installation of standpipe and hose, water supply, and smoke control systems. HAKS also inspected entrance and egress-route construction and delineation. 

We coordinated with project management staff in developing a summary level project schedule. The various project tasks were divided to form an organized Work Breakdown Structure. These tasks, together with their durations and costs, constituted the schedule, which was created and updated by Primavera Project Planner (P3). The critical path was identified, work progress tracked, and monthly completion percentages computed. Project changes were identified and associated cost and time impacts determined. We periodically analyzed the schedule, verified contractor invoices, and performed miscellaneous administrative work activities. 

HAKS also coordinated and prioritized the needs of various subcontractors who had to enter and exit the project site in the safest and most time-efficient manner. It was essential, therefore, to balance the needs of numerous parties creating an environment in which each subcontractor performed its work without being encumbered by other subcontractors, a challenge which was successfully accomplished.
