East Houston Street Reconstruction


HAKS is providing Resident Engineering Inspection services to the NYCDDC for the second phase of the reconstruction of East Houston Street from the Bowery to the FDR Drive. At the conclusion of this project, East Houston will be completely reconstructed from river to river.

The $52.5 million project involves the construction and reconstruction of sewers, trunk water mains, distribution water mains, EP-7 gas facilities, granite curbs, sidewalks, catch basins, asphaltic concrete on concrete base roadway, pavement striping, fire alarm system, traffic signs, traffic signals, street lighting, center mall median, trees, landscaping and new Greenstreet areas, and utility relocation. Abandoned building foundations on the north side of East Houston may contain oil tanks or contaminated soil, and may need to be addressed.

HAKS is proactively determining the impact of the construction on the surrounding community, which is comprised of parks, commercial businesses, residential housing, public institutions and public transportation. The contractor’s scheduling and method of construction are reviewed to ensure safety, constructability and compliance with contract specifications. Since East Houston is a major thoroughfare, disruption of traffic can have impacts outside of the project area. Many of the buildings in this area have vaults located under the sidewalk, so extra precautions are taken to protect their integrity. The community is kept informed by a construction community liaison.

Great effort is being made to coordinate project operations with other city agencies and private utility companies.   Frequent progress meetings are held to review issues affecting the project’s progress and scheduling. This is in addition to review of complaints from community boards and the general public, and coordination with other projects in the vicinity.

HAKS also provided a Quality Management System to meet client requirements, including continual improvement and prevention of non-conformances.
